Biography: Mr. Hartvigsen's practice is centered on the
areas of water law and local governmental law. He represents
individual and corporate water right holders, irrigation and canal
companies, water districts, and municipalities on water matters and
related matters such as master planning, impact fee enactments,
eminent domain actions, contract bidding and administration, rules
adoption and revision. He has written articles and lectured on many
of these topics. He also received recognition from the American Bar
Association’s Section of Urban, State & Local Government Law for a
paper on Western Fencing Law.
Mr. Hartvigsen is active in several professional organizations and
has served as Chair of the Utah State Bar’s Energy, Natural
Resources, and Environmental Law Section. He also served as Chair of
that Section’s Water Law Committee and as President of the Utah
Section of the American Water Resources Association.
